Our team of experts brings a wealth of knowledge and experience, having deployed multi-billion dollar weapons systems, satellite command and control stations, aircraft to foreign militaries, and space control capabilities. We have led and managed defense budgets exceeding $4.3 billion, overseen missile defense programs for the Department of Defense, launched and tested national security satellites, and commanded direct reporting units of the Air Force. Our experience includes navigating the intricacies of Pentagon bureaucracy from inside and outside the system as members of the Joint Staff, MAJCOM staff, program offices, and operational units.
We take pride in the real-world experience of our team members, who have flown in combat missions, from special operations to ISR to F-16s and A-10s. Our team has executed F-22 flight tests, designed the initial operational test for the F-35, and includes bronze star recipients and veterans who continue to serve. Owner / CEO
Sean McKay
Sean McKay is the founder and owner of Precision ISR, where he leads a team of elite defense consultants delivering strategic, acquisition, and operational solutions across national security sectors.
His leadership and expertise guiding clients through complex defense acquisition challenges, shaping innovative approaches to compliance and capability development, and driving measurable impact across multiple mission areas has garnered Precision ISR clients $396.8M in contract wins since 2018. Most notably, Sean and the Precision ISR provided a heavy lift to one client that was recently awarded a $191M contract. Sean and his team provided extensive strategic and tactical support, helping them navigate the complexities of the acquisition landscape from capture through award. As a result, the U.S. military is gaining a new capability using the company’s disruptive technology to support critical U.S. military operations.
Sean retired from the U.S. Air Force after 22 years of active duty, where he served as a cross-sector developmental engineer and acquisition expert accelerating advanced technologies into operational use.
He holds a B.S. in Industrial Engineering and earned Master’s degrees in both National Security & Strategic Studies and Business Administration.

Chief of Staff, FSO
Rachel Olmsted
Rachel Olmstead serves as Chief of Staff at Precision ISR, where she drives strategic initiatives, supports executive decision-making, and ensures seamless daily operations across the organization.
She also serves as the Facility Security Officer and Insider Threat Senior Official, monitoring security trends and compliance requirements and implementing measures to safeguard company operations. Rachel also oversees personnel security training and support, recommends protocol improvements, and provides security-related subject matter expertise to Precision ISR clients.
Rachel retired from the U.S. Navy after 20 years of active duty, where she served as a Senior Chief Yeoman and Flagwriter. Her career was distinguished by her recognized expertise in executive management and protocol for some of the military’s most senior leaders.
She holds a B.S. in Business Management from the University of Phoenix.

Vice President, Airborne Solutions
Jess Downey
Jess Downey is the Vice President of Airborne Solutions at Precision ISR, where she leads the development and execution of airborne programs, provides client support throughout the acquisition lifecycle, and drives strategic growth for both Precision ISR and our nation’s defense capabilities.
Prior to joining Precision ISR in 2021, she spent 7 years on active duty in the U.S. Air Force as an Acquisition Officer in various System Program Offices (SPO), specializing in airborne and space-based intelligence systems with strong ties to National Reconnaissance Office (NRO) and Air Force Life Cycle Management Center (AFLCMC).
She is a graduate of the U.S. Air Force Academy, holds an M.B.A., and is a certified Project Management Professional (PMP) through the Project Management Institute.

Vice President, Space Solutions
Ben Gomez
Ben Gomez leads Precision ISR’s space portfolio, supporting clients with strategy, advisory, and program execution solutions across advanced space technologies.
His recent work includes development support for free space optical systems, alt- position, navigation, and timing (PNT) solutions, and advanced communications systems for space and ground systems. Ben also leads business development initiatives that support a diverse range of non-traditional defense industrial base members.
Prior to joining Precision ISR, Ben served for more than ten years as an Air Force officer and developmental engineer, accelerating the transformation and integration of innovative technologies into operations across the U.S. national security enterprise.
A Distinguished Graduate of the U.S. Air Force Academy, he earned a B.S. in Astronautical Engineering and holds an M.S. in Aeronautics and Astronautics from Stanford University.

Small Business Coordinator
Alyson Salzman
Alyson Salzman serves as Small Business Coordinator at Precision ISR, where she leads initiatives to help clients become “Defense Ready” by navigating government contracting, proposal development, and digital marketing strategies.
Her current work includes coordinating small business engagements, contract administration, and overseeing social media and outreach efforts. Alyson provides strategic guidance to clients entering the defense market, facilitates collaboration across government and industry, and brings deep expertise in facility and security operations.
She retired from the U.S. Navy after 21 years of active duty, where she specialized in executive support and operational management of various Navy platforms including: Intermediate Maintenance facilities; P-3 aircraft; Presidential Support Duty; Afloat on a Guided Missile Destroyer; Secretary of Defense staff; Military Sealift Command; forward deployment to CENTOM AoR; and Navy recruiting.
She holds a B.S. in Business Administration and Human Resource Management from Park University.

Contracting Manager
Travis Beck
Travis Beck is the Contracting Manager at Precision ISR, where he leads contract strategy and procurement execution across defense programs. He ensures compliance with federal acquisition regulations, manages subcontractor coordination, and supports negotiations, modifications, and closeouts to drive mission success.
Travis retired from the U.S. Air Force after 20 years, where he held senior roles in infrastructure, construction, and acquisition management at multiple bases. He led multi-million dollar portfolios supporting mission-critical programs, including the B-52 and B-2 aircraft modernization efforts.
Prior to joining Precision ISR, Travis served as a Contract Specialist at Boeing, where he managed over 5,000 contracts and supported a $374M annual budget for aircraft upgrades and sustainment.
He holds a B.A. in Business Management, an M.B.A. in Contracting and Acquisition Management, and associate degrees in contract management, instructional technology, and aerospace ground equipment.

Engineering Fellow
Janette Coppa serves as Engineering Fellow and Systems Engineer at Precision ISR, where she partners with clients to identify market opportunities, craft winning proposals, and deliver technically aligned solutions to address U.S. defense and intelligence capability gaps.
Her current work includes providing systems engineering and program management support for product development, establishing engineering best practices, and leveraging market research and competitive analysis to help clients identify untapped addressable markets and key differentiators.
Prior to joining Precision ISR, Janette spent 20 years engineering and leading the design, development, and integration of advanced technology solutions for the Department of Defense and U.S. military customers including DARPA, INL, AMTC, and AFRL. She specializes in signal processing and waveform applications with Military Standard communications.
She holds a B.S. in Electrical Engineering from North Dakota State University and an M.S. in Electrical Engineering from Iowa State University.
