PRECISION ISR CONSULTING FOUNDER

Colonel (ret) Sean McKay delivers over 25+ years of leadership and program management experience in the Department of Defense and the Intelligence Community.  He has a proven track record of leading teams, modernizing acquisition programs, and delivering advanced technology to operations with dozens of successfully fielded ISR aircraft, sensor, and space systems. He has a Bachelor of Science in Industrial Engineering and a Masters in both National Security and Strategic Studies and Business Administration.  He possesses significant knowledge of the legislative and budget process as both a prior defense legislative fellow and as a resource analyst and programmer for the Joint Staff Force Structure, Resources, and Assessment Directorate (J-8).  

He was competitively selected twice for the United States Air Force’s top Program Management positions and his active duty career culminating as the Chief of the Intelligence, Surveillance, and Reconnaissance Sensors Division with over 240 personnel responsible for the management and execution of a $4.3 billion budget on behalf of the United States Air Force and 27 different foreign nations.   

Prior to his Group command assignment, he served as the Director of Intelligence, Analyses and Assessments, Headquarters Air Force Operational Test and Evaluation Center, Kirtland AFB, New Mexico. Not only a subject matter expert on the Defense acquisition, he deployed to Afghanistan in 2004 to support Operation ENDURING FREEDOM, contributing to the joint service and coalition buildup of the Afghan National Army.   

In industry, he successfully built a $22 million business development pipeline for a world leading software company in less than 9 months and has won over $36 million dollars in new business for Precision ISR Consulting clients.
