Sean McKay, owner & ceo
Precision ISR Owner and CEO Sean McKay is an Honorably Retired Air Force Colonel Sean McKay with 27+ years of Department of Defense (DoD) and Intelligence Community (IC) leadership and program management experience. The Company was founded to “move the needle for National Security” and contribute to the greater good. He has a proven track record of leading teams, modernizing acquisition programs, and has led the delivery of multiple advanced technology to operations, with dozens of successfully fielded aircraft, sensor, and space Intelligence, Surveillance, and Reconnaissance (ISR) systems.
As United States Air Force (USAF) Chief of the Intelligence, Surveillance, and Reconnaissance Sensors Division, Sean oversaw more than 240 personnel, and was responsible for the management and execution of a $4.3 billion budget on behalf of the USAF and 27 different foreign nations.
In industry, between 2021 and 2023, Sean and his team have won more than $86 million in new business for Precision ISR Consulting clients. Precision ISR’s small business win rate is over three times the DoD average selection rate for Phase 2s and improves with the greater complexity required with Air Force TACFI and STRATFI proposals for example.
Precision ISR is a full-scope, full-contract consulting company with expertise bridging small business contracts to programs of record, and has significant resources invested in competitive capture, program of record execution, and large program consulting, technical augmentation, and program management.
Sean holds a Bachelor of Science in Industrial Engineering and master's degrees in both National Security and Strategic Studies and Business Administration. In addition, Sean brings to bear extensive knowledge of the legislative and budget process gained from his work as a prior defense legislative fellow and as a resource analyst and programmer for the Joint Staff Force Structure, Resources, and Assessment Directorate (J-8).
JESs DOWNEY, SENIOR PROGRAM MANAGER
Precision ISR Senior Program Manager (PM) Jess Downey is the Account Lead for high priority US Government (USG) efforts. In addition to providing PM services for Precision ISR clients, Jess applies her substantial knowledge of the DoD and Intelligence Community acquisition space to help clients win USG business.
A National Defense acquisition professional specializing in Airborne and Space ISR technologies and programs, Jess served in Active-Duty Air Force Acquisition roles for 7 years. She supported National Reconnaissance Office (NRO) programs, as well as programs in AFLCMC ISR Sensors Program Office; AFLCMC B-1 Program Office; and AFLCMC Legacy Tanker Division Program Office.
While at Wright Patterson Air Force Base, Jess was the AFLCMC PM for Advanced Sensors leading the GEOINT Next Gen Sensors Program in development of a multi-million-dollar ISR data compression portfolio. She went on to become Deputy Branch Chief, Satellite Integration & Test for the NRO, where she directed evaluation and verification of Next Gen GEOINT requirements, and integration and test of subsystems and payloads.
Jess is a member of our leadership team at Precision ISR, weighing in on opportunities and helping determine corporate business strategies. She is a skilled, instinctive leader who inspires and guides technical teams to create and deliver innovative solutions that meet and anticipate future USG needs. As Senior PM for Precision ISR consulting and advisory clients, she has managed high-priority programs such as the recent expedited acquisition of a new RF payload for a USG space system.
Jess graduated from the US Air Force Academy with a Master of Business degree. She earned her Program Management Level 2 certification from the Air Force Institute’s Acquisition Professional Development Program (APDP), and is also certified as a Project Management Professional (PMP by the Project Management Institute (PMI).
BEN GOMEZ, SENIOR PROGRAM MANAGER
Senior Program Manager Ben Gomez is a valued member of the Precision ISR leadership team. He supports business development and strategic planning for the company and provides consulting services for Precision ISR clients by delivering strategy, advisory, and program execution solutions to multiple space industry clients in space logistics, high speed communications, on-orbit networking, and earth observation and analytics.
Ben brings program management, acquisition, and engineering experience from over ten years as an active duty Air Force officer and developmental engineer. Working with operators and end-users, he delivered space capabilities into operations for some of the most urgent needs across the Intelligence Community, Air Force, and Space Force.
Ben holds an M.S. in Aeronautics and Astronautics from Stanford University and is a Distinguished Graduate of the U.S. Air Force Academy with a B.S. in Astronautical Engineering.
TORI CLARK, SENIOR PROGRAM MANAGER
Precision ISR Senior PM and Small Business Lead Tori Clark provides PM services and manages all small business development activities for the company. She brings more than five years’ acquisition and program management experience gained during her tenure with the USAF Civil Service. During this time, Tori performed as a PM in AFLCMC’s Rapid Sustainment Office (RSO), C-17 Training Systems Program Office, and Combat Rescue Helicopter Program Office. As an acquisition professional at RSO, Tori fielded technical proposals from small businesses with innovative solutions to time- and mission-critical DoD needs. While in the Helicopter Program Office, Tori led the charge of ensuring on time completion and delivery of statutory & regulatory documents that qualified the HH-60W to enter into Low Rate Initial Production. These experiences uniquely qualify her to help small businesses successfully propose, – and deliver - viable technologies to the USG, while also successfully navigating the complex USG processes.
As Precision ISR’s Small Business Lead, Tori identifies, tracks, evaluates solicitations, and matches client technologies and interests to relevant opportunities. In this role, Tori also assists clients to identify and develop relationships with USG teams, small businesses, educational institutions, or other contractors to better align solutions with customer needs and strengthen value propositions.
Tori leads and coordinates development and submission of proposals for AFWERX, Army, SPACEWERX, and other DoD small business funding vehicles, while educating clients on the process and potential opportunities available to them.
As a Biosystems Engineer and an MBA graduate from the University of Kentucky, Tori also earned her Program Management Level 2 certification from the Air Force Institute’s Acquisition Professional Development Program (APDP).
PAUL ZGODA, SENIOR SYSTEMS ENGINEER
Precision ISR Senior Systems Engineer Paul Zgoda is a former U.S. Marine who brings 30 years of industry experience in the design, development, integration, and deployment of advanced multi-domain sensor and processing systems for federal and foreign customers to assist our clients with the technical and strategic planning and guidance they need to help win USG contracts.
Extensive experience in developing and integrating advanced multi-domain sensor and processing systems for government and commercial customers. Paul has a proven track record of leading complex technical projects, from concept development to deployment. His expertise in SIGINT, radar, communications, imagery, and Multi-INT systems has been instrumental in the success of numerous programs. Paul has held roles in hardware, software, and systems engineering, chief engineer, technical director, and program manager.
Proven ability to identify and capitalize on market opportunities. Paul has a keen understanding of the federal technology landscape and is adept at identifying emerging trends and potential customer needs. He works closely with clients to develop compelling solutions that address market gaps and deliver competitive advantages.
Strategic thinker with a deep understanding of the federal acquisition process. Paul guides clients through the complexities of government contracting, ensuring that their products and services meet all regulatory requirements and are positioned for success in the federal marketplace.
Paul holds both Master of Science (MS) from the State University of New York at Buffalo and Bachelor of Science degrees in Electrical Engineering from the State University of New York at Binghamton.
RACHEL OLMSTED, CHIEF OF STAFF/FSO/ITPSo
Precision ISR Chief of Staff Rachel Olmsted also serves as Facility Security Officer (FSO) and Insider Threat Program Security Officer (ITPSO) for the company. She is an Honorably Retired Navy Senior Chief with 25+ years of experience in leadership, employee development, administrative operations, and executive-level advisory support. Throughout her career, Rachel has supported the military’s most senior leaders [Flag Officers/General Officers (FOGO)], political appointees, and Senior Executive Service (SES) personnel.
Rachel works closely with the Owner/CEO of Precision ISR managing daily internal business operations. In addition to her FSO and ITPSO management and compliance duties, Rachel provides operational security expertise and support to Precision ISR clients.
